ACM has done the industry another great service in the publication of this arcticle. Zhou, professor at the Tsinghua University in Beijing, brings out the biggest problem with the SEI’s Capability Maturity Model: it ignores the times when you have to break procedural rules to succeed. If you haven’t read it, grab a copy from the ACM or better yet, finally break down and send them your membership money.
